Beginning on 1 February 2025, major changes will be introduced to the Construction Skills Certification Scheme (CSCS) Labourer Card. These updates will affect card validity periods, renewal requirements and compliance with the Building Safety Act.
While these changes may sound significant, they are designed to improve safety standards and ensure Labourer Cards are held by workers who are actively employed within the construction industry.
Why Are The CSCS Labourer Card Rules Changing?
The changes aim to:
- Improve safety and competency standards across the construction industry
- Reduce the oversupply of Labourer Cards currently in circulation
- Align CSCS Labourer Cards with Building Safety Act requirements
- Ensure cardholders demonstrate the appropriate skills, knowledge and behaviours for site work
Both new applicants and existing cardholders will need to understand and adapt to these updates.
Key Changes To The CSCS Labourer Card From February 2025
Initial Labourer Card Validity Reduced To Two Years
- First-time CSCS Labourer Cards issued from 1 February 2025 will only be valid for 2 years instead of 5 years
- After the initial 2-year period, workers will need to renew their card
- Renewals will require proof of active employment in a labouring role
CITB Test Validity Extended To Three Years
- The CITB Health, Safety & Environment Test will now remain valid for 3 years
- This allows workers to use the same CITB test for both their initial Labourer Card application and their first renewal
- The extension is intended to reduce costs and simplify the renewal process
Proof Of Employment Required For Renewal
Workers renewing an expired Labourer Card will need to demonstrate that they are actively employed in a labouring role.
Accepted forms of evidence are expected to include:
- Employment records
- Letters from employers
- Other official employment documentation
If your Labourer Card was issued or renewed before February 2025, it will remain valid for the original 5-year period.
How The Changes Align With The Building Safety Act
The updated Labourer Card requirements are designed to align with the competency standards introduced under the Building Safety Act.
The Building Safety Act places greater emphasis on ensuring construction workers can demonstrate the skills, knowledge and behaviours required to perform their work safely and effectively.
Although some workers may find the new requirements challenging, the changes are intended to improve safety standards across the construction industry.
Why Is CSCS Addressing Labourer Card Oversupply?
There are currently an estimated 500,000 CSCS Labourer Cards in circulation, despite industry projections suggesting demand for approximately 140,000 labourers annually by 2028.
This oversupply has led CSCS and industry organisations to introduce stricter controls to ensure Labourer Cards are only held by individuals genuinely working within the construction sector.
The new 2-year validity period is expected to improve the accuracy of workforce tracking and strengthen overall industry standards.
