Before anyone is issued a CSCS (Construction Skills Certification Scheme) card they will need to pass the CITB HS&E (Health Safety & Environment) test. It is the only test that must be taken by everyone who hopes to work on a construction site (from project managers down to day labourers) because enhanced health and safety were the driving forces behind the creation of the New Roads and Streetworks Act (NRSWA) of 1991, which created the CSCS card.
